Background
The Biennial Transparency Report (BTR) under the Enhanced Transparency Framework (ETF) of the Paris Agreement serves as a vital mechanism for ensuring transparency, accountability, and progress in global climate action. A key component of the BTR process is the Technical Expert Review (TER), which offers countries an opportunity to receive constructive feedback on their climate data and the transparency of their reporting on policies and implementation measures, rather than on the content of these policies themselves. This process enhances the quality of reporting, strengthens institutional capacity, and supports countries in identifying areas for improvement in their transparency efforts.
In 2024, several countries in the Middle East and North Africa (MENA) region submitted their first BTRs. As these countries prepare for their first TER in 2025, early and strategic preparation is essential to ensure that their reports effectively showcase progress, address challenges, and highlight their specific needs for support. Strengthening TER readiness will not only improve the quality of national reporting but also foster greater confidence in the transparency framework at the regional and global levels.
The importance of TER readiness was emphasized by MENA countries during the CBIT-GSP MENA Network Annual Meeting on January 21, 2025, as well as in the Second Capacity Needs Assessment conducted in November 2024. Given its significance as a strategic priority, providing countries with a deeper understanding of the TER process is a crucial step in supporting their ongoing transparency efforts.
Objective
The primary objective of this webinar is to introduce participants from the MENA region to the general concept of the TER within the BTR process. It will provide insights from international reviewers that have undergone in-country reviews, offering valuable perspectives on the key requirements, challenges, and opportunities associated with TER.
This webinar marks an important starting point in strengthening regional preparedness for TER and ensuring that MENA countries are well-equipped to navigate the review process effectively.
Target Audience and Language
The virtual workshop will bring together relevant transparency stakeholders, such as coordinators and experts from national institutions and line ministries tasked with climate reporting, thematic experts and other transparency practitioners involved in the preparation of reports and policies under the UNFCCC and the Paris Agreement, including NCs, NAPs, NDCs and BURs/BTRs.
The webinar will be held in English. Participants are free to communicate in the language of their preference, Arabic, English or French.
