Background

The Biennial Transparency Report (BTR) under the Enhanced Transparency Framework (ETF) of the Paris Agreement represents a critical mechanism for ensuring transparency, accountability, and progress in global climate action. The Technical Expert Review (TER), a key component of the BTR process, provides an opportunity for countries to receive constructive feedback on their climate data, policies, and implementation measures.

Several countries in Central Asia and the Caucasus have already submitted their first BTRs in 2024, making early and strategic preparation for the TER in 2025 crucial. By investing in this preparation, countries can ensure their future BTR submissions effectively showcase their progress, address challenges, and highlight needs, ultimately paving the way for enhanced climate action and support. Given that TER readiness was prioritized by most countries in the region during the Annual Network Meeting on January 10, 2025, it is important to treat this topic as a strategic element of the countries’ transparency frameworks in 2025-26.

The proposed technical webinar on TER readiness serves as an introduction to a Regional Technical Workshop on the same topic, scheduled to take place from May 27 to 29, 2025, in Ankara, Türkiye. While the in-person workshop aims to enhance participants' understanding of the TER process, facilitate the exchange of experiences, best practices, and lessons learned from countries that have completed TER, and provide practical training through simulations, the present technical webinar is a starting point in enhancing the countries’ understanding about the general concept of the TER.

Objective

The primary objective of the technical webinar is to introduce participants from Central Asia and the Caucasus to the general concept of the Technical Expert Review (TER) as part of the BTR process. It will also provide insights from UNFCCC reviewers and countries that have undergone in-country reviews as part of their climate reporting process. 

Target Audience and Language

The technical webinar will bring together CBIT-GSP country focal points, national coordinators for National Communications (NCs) and Biennial Transparency Reports (BTRs), senior experts from national agencies responsible for climate policy and transparency, as well as specialists in greenhouse gas inventory, mitigation and NDC tracking, adaptation and impacts, and climate finance. In addition, other partners, including representatives from UNEP-CCC, GHGMI, ICAT and FAO will also be invited to participate.

The meeting will be held in Russian.

Duration and Registration

It is expected that the meeting will last 2 hours with sufficient timing dedicated to discussion and Q&A sessions.
