Background

Nationally determined contributions (NDCs) are at the heart of the Paris Agreement and the achievement of its long-term goals. NDCs embody efforts by each country to reduce national emissions and adapt to the impacts of climate change. The Paris Agreement requires each Party to prepare, communicate and maintain successive nationally determined contributions (NDCs) that it intends to achieve. Parties shall pursue domestic mitigation measures, with the aim of achieving the objectives of such contributions.

Tracking NDCs is a requirement under the Paris Agreement’s Enhanced Transparency Framework (ETF). It requires transparent quantitative and qualitative information on the implementation and achievement of the NDC, including indicators comparing current or projected emissions, and information that helps better understand the NDC target and its impacts.

The objective of the CBIT-GSP is to provide streamlined support and capacity-building at the national, regional, and global level to assist developing countries in responding to the reporting provisions under the UNFCCC and the Paris Agreement’s Enhanced Transparency Framework, and ultimately increase ambition for climate action. The CBIT-GSP is planning to achieve this through multiple support modalities, including the establishment and work of 10 Regional Networks across the globe to foster south-south collaboration, knowledge-sharing and learning among countries. The regional network for Eurasian and the regional network for Central Asia and the Caucasus are invited to participate in a joint training exercise on NDC tracking, which was assessed as one of the priorities on capacity building for transparency in both regional networks.

Rationale

This webinar is the initial stage of a whole training concept to be carried out in support of countries belonging to the Eurasian and Central Asian and the Caucasian Regional Transparency Networks under the CBIT-GSP project, on tools and approaches to track and report mitigation commitments under the Paris Agreement. 

Objective

The introductory webinar provides instructions to the participants on the other parts of the training workshop and summarizes some of the most relevant content to be included in greater detail in the face-to-face training that will take place on 25-27 of July 2023 in Almaty.

Audience

This activity is intended for technical officers who coordinate the tracking and reporting of NDC mitigation commitments. This includes government staff at the national and sectoral levels, and staff from other institutions that are part of countries' institutional arrangements for reporting under the UNFCCC and the Paris Agreement (Biennial Transparency Reports).

Language 

Both the webinar and the training workshop in Almaty will be in Russian and English with simultaneous and consecutive translation provided in both languages.
