Background
The MPGs, formulated to implement transparency in reporting under the Paris Agreement, defined specific new requirements for reporting the results of national GHG inventories. As such, information on national GHG inventory results should be included in a specific chapter of the BTR (Chapter I) and supporting information should be included in the annexes. In addition, all Parties must provide a national inventory report (NIR), which consists of a national inventory document (NID) and the common reporting tables (CRT), to the UNFCCC as part of each country´s BTR submission process.
Although many countries are aware of Article 13 of the Paris Agreement, there is still limited understanding of the reporting requirements and MPGs. Mauritius has not received specific training on the Enhanced Transparency Framework (ETF) and MPGs of the Paris Agreement. The country is in transition after the development of the Climate Change Act 2022; the country has established the Department of Climate Change, which is spearheading the ETF activities. The country has already started preparing for its BTR. However, the task of reporting on the associated processes that lead to NDC tracking to comply with the transparency conditions established in Article 13 might pose a challenge if the country does not receive the required capacity.
The objective of the CBIT-GSP is to provide streamlined support and capacity-building at the national, regional, and global levels to assist developing countries in responding to the reporting provisions under the UNFCCC and the Paris Agreement’s Enhanced Transparency Framework and ultimately increase ambition for climate action. The CBIT-GSP plans to achieve this through multiple support modalities, including establishing and working with 10 Regional Networks across the globe to foster south-south collaboration, knowledge-sharing, and learning among countries. standards
About Mauritius
The Republic of Mauritius has embarked on the preparation of its first Biennial Transparency Report. Funds to the tune of USD 600,000 have been secured from GEF through UNEP. We are currently in the PCA signature and PIP preparation phases. This training will enhance the technical capacity of stakeholders who will work directly to collect and compile data and information for the BTR. Although the country has not received specific training on ETF and MPGs under the above-mentioned initiatives, under the GEF NAMA project, an online platform, namely MauNDC Registry, has been set up to enable the monitoring and reporting on the implementation and achievement of the NDCs, including both mitigation and adaptation policies and measures, action plans, indicators, and support (technology, capacity building and finance).
Objective
The training aims to provide a general overview of reporting requirements under Article 13 of the Paris Agreement, focusing on key elements identified to fast-track BTR development in Mauritius. The training will enhance the capacity of technical experts in Mauritius on key concepts of the ETF and information required under the MPGs for the preparation and submission of Biennial Transparency Reports (BTR). This hands-on training is designed to equip the participants with the necessary skills to improve their contributions to the national reporting under the Enhanced Transparency Framework (ETF) of the Paris Agreement. The training aims to ensure Mauritius is able to progressively track its NDC targets and conform to UNFCCC modalities procedures and guidelines for reporting under the ETF, thus supporting informed policymaking and contributing to global efforts in combating climate change. - To deepen the technical experts’ understanding of the reporting requirements under Article 13 of the Paris Agreement
- To strengthen the capacity of Mauritius’s technical experts on information to be submitted in the BTR in accordance with the (MPGs).
- Promoting the understanding of provisions related to modalities, procedures and guidelines (MPGs) for the enhanced transparency framework.
- Reporting on the progress in implementing the NDC: Common Tabular Formats
- Reporting on climate change impacts and adaptation, including loss and damage associated with the adverse effects of climate change.
- To provide participants with an understanding of key components of BTR and develop a roadmap to guide readiness for BTR development.
