Background
As countries move towards implementing the Enhanced Transparency Framework (ETF) under the Paris Agreement, robust systems for tracking, reporting, and verifying progress on climate commitments have become essential. Digital solutions can play a transformative role in supporting countries to meet these requirements efficiently and effectively. This entails moving from often disintegrated, not consistently updated, and different methodologies and processes of data collection, to integrated and robust systems that streamline the processes.
To support countries in meeting their Enhanced Transparency Framework (ETF) commitments, the United Nations Development Programme (UNDP) and the Capacity Building Initiative for Transparency - Global Support Programme (CBIT-GSP), are organizing a two-day webinar series for the Middle East and North Africa (MENA) and Francophone networks. The sessions aim to build regional capacity, encourage knowledge exchange, and spotlight a range of digital tools—both global and country-developed—that enhance climate transparency.
The event includes a demonstration of the UNDP-developed Climate Transparency System, a Digital Public Good that can be customized by each country to reflect its national context. This tool supports countries in tracking and reporting climate action and progress on their NDCs. Seychelles, the first pilot country, will share its experience adapting and deploying the platform. Other countries from the MENA and Francophone networks will be sharing their experiences in developing their Digital Transparency/MRV Systems.
The second webinar will provide an overview of the Climate Transparency Platform (CTP) under the CBIT-GSP and equip transparency practitioners with the necessary skills to efficiently update and manage information/content on CTP. CTP serves as a comprehensive hub for transparency, covering all aspects of the Enhanced Transparency Framework of the Paris Agreement and ongoing reporting under the UNFCCC. As part of the Capacity-building Initiative for Transparency - Global Support Programme, the platform was launched on 9 June 2023. It offers a global overview of transparency initiatives and the transparency efforts of developing countries, enabling users to stay informed about the latest developments, events, and knowledge products. It also provides detailed information on transparency-related activities by the developing countries, support providers, and transparency projects.
In addition, the platform serves as a coordination space for transparency support providers and allows countries to directly request support to address specific transparency needs within the Enhanced Transparency Framework. To maintain its role as a leading and reliable transparency resource, the platform will heavily rely on content editors, who are responsible for uploading, editing, and updating data and information. Content editors must possess the skills and knowledge to utilize the platform’s features effectively, ensuring the quality, accuracy, and consistency of the content.
Objectives
The objective of these webinar series is to enhance the capacity of MENA and Francophone, Network countries to implement the Enhanced Transparency Framework (ETF) under the Paris Agreement by strengthening national MRV and transparency systems and building practical skills for using digital tools and platforms. The webinar series aims to provide technical guidance, showcase country and global experiences, and train transparency platform editors to ensure accurate and effective reporting, data management, and collaboration across the region.
Specific Objectives:
- Build regional capacity: Strengthen MENA and Francophone Network countries' knowledge on the digital tools and platforms available to report and track progress under the ETF.
- Promote knowledge exchange: Facilitate a dialogue among countries in the MENA and Francophone Networks to share experiences and best practices related to climate transparency tools.
- Showcase digital solutions: Highlight both global tools developed by UNDP and country-specific systems.
- Train content editors of the CBIT-GSP Climate Transparency Platform on how to update and manage content, ensuring accuracy and consistency.
Approach
These webinar series will consist of two targeted technical sessions designed to strengthen institutional and operational capacities for implementing effective MRV and Transparency systems across the MENA and Francophone networks. The series will support countries in fulfilling the requirements of the Enhanced Transparency Framework (ETF) under Article 13 of the Paris Agreement by providing practical guidance on key reporting elements and digital solutions. Each session will combine expert presentations, live demonstrations, and country case studies to encourage peer learning, hands-on engagement, and regional collaboration.
Webinar 1: Digitalizing MRV and Transparency Systems: Guidance, Tools, and Country Insights
This webinar aims to strengthen the capacity of MENA and Francophone Networks in implementing effective Measurement, Reporting, and Verification (MRV) and Transparency Systems in line with the Enhanced Transparency Framework (ETF) of the Paris Agreement. Through guidance, demonstrations, and country experiences, the session will help participants better understand reporting requirements, explore digital tools, and learn from regional and global practices. The Specific Objectives of this Webinar are:
- Introduce key elements to understand requirements and guidelines for MRV/Transparency.
- Demonstrate the UNDP Digital Public Good (DPG) Climate Transparency System, showcasing its features and how it can be customized to meet national needs.
- Share practical country experiences from four Transparency Networks -MENA, Francophone, Lusophone and Anglophone- on developing and implementing digital MRV/transparency systems.
- Promote peer learning and regional collaboration among transparency focal points, MRV practitioners, and data experts in the MENA and Francophone networks.
- Encourage feedback to inform future technical support and capacity-building efforts in the region.
Webinar 2: Editing and Updating Content in the Climate Transparency Platform
This Webinar is designed to build the technical capacity of national focal points and transparency editors responsible for maintaining and updating data on the CBIT-GSP Climate Transparency Platform. Participants will be guided through the roles and responsibilities of content editors, navigation of the platform dashboard, and practical steps for uploading, editing, and managing content. The webinar will cover the following topics:
- Understanding your role and responsibilities in the Climate Transparency Platform.
- Accessing and navigating the platform’s dashboard.
- Uploading, editing, and updating data and information.
Practical exercises will be conducted to demonstrate how to use the platform’s features and functionalities to edit and update information and additionally there will be an interactive session where the participants can ask questions, share feedback, and practice editing and updating content in the platform.
Target Audience and Language
These virtual webinar series are designed for national transparency coordinators, focal points, and senior experts from national agencies involved in climate policy across the MENA and Francophone Networks. Participants include those overseeing the establishment of MRV systems and national Enhanced Transparency Frameworks, as well as experts working on data collection, greenhouse gas inventories, adaptation and impacts, NDC tracking, and support needed and received.
Additionally, these webinars are intended for content editors of the Climate Transparency Platform, including country focal points, project focal points, and agency focal points responsible for uploading, editing, and updating data and information on the platform.
These webinars will be conducted in English, with translation available in Arabic and French.
