Background
In light of the Paris Agreement's Enhanced Transparency Framework (ETF), 2024 has emerged as a transformative year for climate reporting in Asia. As countries across the region prepare their inaugural Biennial Transparency Reports (BTRs), they face unique challenges in harmonizing national systems with international requirements. The diverse economic and environmental landscape of Asia presents both opportunities and challenges in achieving robust climate transparency, particularly in areas of data collection, institutional coordination, and technical capacity development.
The past year has witnessed remarkable progress in advancing climate transparency across Asia. Through coordinated efforts and strategic partnerships, we have successfully implemented a comprehensive capacity-building program tailored to regional needs. Our capacity-building approach in 2024 has been transformative, focusing on practical, hands-on training that addresses the specific challenges faced by Asian countries. In 2024, the CBIT-GSP Transparency Network for Asia hosted a variety of events focused on capacity-building for transparency. These events included regional and country-based training and learning sessions, webinars, and exchange meetings. We have also conducted specialized country specific workshops and virtual webinars-workshops to accommodate different requirements, ensuring inclusive participation across Asia.
As the 2024 annual work plan draws to a close, it is important to reflect on the key results and achievements. This is an opportunity for countries to provide feedback and evaluate the effectiveness of the Network activities and if and how they have assisted countries in improving their reporting process under the Paris Agreement. Additionally, it is valuable to consider the lessons learned from the support provided by CBIT-GSP and the collaboration with other partner organizations. This Network Meeting will serve to discuss and prioritize the activities that will be implemented in the crucial year of 2025. Additionally, it is essential to engage in discussions regarding the areas of support that are aligned with the current needs of Asian countries. We encourage all network members to actively participate in this meeting and contribute to shaping the future of climate transparency in Asia.
Objective
The network meeting aims to strengthen regional climate transparency frameworks by evaluating the implementation progress of the 2024 workplan and CBIT-GSP achievements, while examining key findings from the recent capacity needs assessment. Through collaborative dialogue, participants will share experiences from current CBIT-GSP support mechanisms and collectively develop the 2025 workplan, focusing on technical and individual capacity building initiatives at global, regional, and country levels. This strategic gathering will enable network members to provide feedback on existing support systems, identify areas for enhancement, and establish improved mechanisms for climate transparency and reporting, ensuring future interventions align with international transparency requirements.
