Background
Comprehensive MRV systems, designed to support national governments in effective monitoring and tracking the implementation of climate action, play a crucial role in transparency and reporting at both national and international levels. Establishing online, web-based MRV systems requires a holistic approach that integrates various domestic stakeholders and combines both technical and operational components of the national transparency system.
To date, several countries in Eurasia, South America, Africa and the Caucasus have made progress in developing these online MRV systems, aligning them with domestic climate monitoring processes to ensure data transparency, track progress toward NDCs, and enhance institutional arrangements for transparency and climate reporting more broadly.
To assist developing countries in meeting ETF requirements, the Global Environment Facility (GEF) offers support through initiatives like the Capacity Building Initiative for Transparency (CBIT) and national projects such as Biennial Transparency Reports (BTRs). At the global level, the CBIT Global Support Programme (CBIT-GSP), implemented by UNEP-CCC, helps countries build the institutional and technical capacities needed for transparent climate reporting.
At the national level, Azerbaijan implements the projects such as "Azerbaijan: Enabling Activities for the Preparation of the Third Biennial Update Report (BUR3) and First Biennial Transparency Report (BTR1)" and “Capacity Building for Azerbaijan to Meet the Paris Agreement's Enhanced Transparency Framework”. Both initiatives are supported by GEF, implemented by UNEP, and executed by the Azerbaijan Branch of the Regional Environmental Centre for the Caucasus (RECC). The Ministry of Ecology and Natural Resources (MENR) is leading these efforts and is the main beneficiary of the CBIT project results.
Azerbaijan intends to present the new national MRV system to a wider audience and facilitate a dialogue with the selected countries which have the operational transparency systems and which can guide on their lessons learned and recommendations for improvement.
Objective
The main objective of the side event is to expand the knowledge of participating country parties on operational and emerging national MRV and transparency systems. This event will facilitate peer-to-peer exchanges between countries with established transparency systems and those at the early stages of this journey.
This platform aims to strengthen collaboration among countries, helping them build more robust MRV systems and advance global climate action.
Target Audience and Language
This side event is targeted towards all transparency practitioners worldwide, especially those experts from relevant ministries and agencies, which coordinate the national transparency reporting projects and capacity building initiatives at the domestic level, being technical experts on MRV systems and institutional arrangements.
