On January 18, 2024, the final (follow-up) meeting was held on reporting under the Article 13 within the Mutual Learning Programme (MLP), where two countries of Central Asia and the Caucasus - Uzbekistan and Azerbaijan, jointly with Japan have been participating since July 5th, 2024.

The final key take away messages from the meeting are:

• The MLP substantially improved the knowledge of the country representatives in filling in the CTF tables, stimulated exchange among the countries on the ways and approach to report on mitigation actions within their NDCs and raise questions and comments to each other’s assignment.
• Although the CTFs represent a standard reporting tool the country cases showed that the filled-in CTFs may differ from country to country, given the nature of the country’s NDC, its targets and indicators. For example, LULUCF sector is either included or not included in reporting as for some countries estimations for mitigation actions from LULUCF pursue a high level of uncertainty. Also, the countries use different approaches in estimating conditional (related to international support) and unconditional targets. There are still questions how to properly count them and what is the cost of such “international support” for a certain country.
• All participating countries expressed their interest, needs and willingness to participate in other supporting activities on NDC tracking provided by CBIT-GSP and IGES.
• The countries’ needs are: access to methodologies in estimating new technologies in reducing GHG emissions (e.g. electric transport) and double counting of emission reduction for MAs; further support in filling in the CTFs (e.g. other tables excluding 1, 2 and 5) and cover other sectors (e.g. Agriculture).
• The countries have also expressed the need for ad-hoc consultations and access to a real-time forum to discuss and exchange on questions which are raised during estimation of mitigation actions or GHG Inventory. CBIT-GSP is ready to provide its Communities of Practice room at the Climate Transparency Platform, but the countries have to be more active in raising the questions and responding to the requests, based on their domestic experience. 
• The CBIT-GSP agreed to internally discuss how to address the needs from the participating countries and come to the countries with the provisions and options for support.
