Background

Under the Enhanced Transparency Framework (ETF), all Parties must submit Biennial Transparency Reports (BTRs) starting in late 2024. These reports follow established guidelines to ensure transparency, particularly in tracking Nationally Determined Contributions (NDCs) and assessing progress toward climate goals.

GHG projections are essential for evaluating emissions trends and tracking NDC implementation. Countries must report these projections in their BTRs, yet developing countries often struggle with the detailed reporting requirements, including Common Tabular Formats (CTFs) used to structure climate data. Frequently used models in Eurasia include LEAP (Low Emissions Analysis Platform), PRIMES-GEM-E3, CAPRI, IPCC Waste Model, MARCAL, and TIMES Macro Modelling Tool. However, many of these tools are either not freely available or only partially accessible, posing sustainability challenges for countries with limited financial resources. This limitation affects their ability to consistently develop robust GHG projections.

While Article 13 of the Paris Agreement mandates transparency, many countries lack adequate training for comprehensive reporting. Strengthening climate reporting and intersectoral coordination remains key to ensuring accountability and progress toward global climate commitments.

Objective

This webinar helps countries in Eurasia strengthen their technical expertise in NDC mitigation reporting. It focuses on GHG projections, essential modeling tools, their features, and availability, equipping participants with the skills needed for effective, sustainable national reporting under the ETF in preparation for BTR and NDC submissions.

Target Audience 

The virtual exchange will bring together key national transparency focal points, including CBIT-GSP focal points and experts in NDC tracking and reporting from the Eurasia Transparency Network countries. It will also involve other transparency stakeholders, such as coordinators of National Communications, NDCs and BTRs, as well as senior experts from national agencies responsible for climate reporting, NDC tracking, and revision.

Duration and Language

The webinar will last 1.5 hours (10:00-11:30 CET), with sufficient time dedicated to discussion and Q&A sessions. 

The webinar will be conducted in English.
