Background
To support the Energy Community Contracting Parties (CPs) in meeting their obligations under the Governance Regulation, the European Environment Agency (EEA) provides assistance through the “Supporting Energy and Climate Monitoring” Project. Similarly, the CBIT-GSP offers capacity-building to help developing countries meet reporting requirements under the UNFCCC and Paris Agreement, driving climate action.
By March 15, 2025, CPs must report on climate change adaptation (Art 19 – strategies and planning; Art 17 – progress to target). Additionally, 2025 climate finance reporting includes data on revenue use from carbon pricing and financial/technological support for developing countries. These reports are due by July and September 2025 via the EEA’s Reportnet platform.
Additionally, countries are required to report on climate adaptation actions through their Adaptation Communication or a dedicated chapter in the Biennial Transparency Report (BTR). This includes reporting on financial and technology support provided (under the GovReg) and on financial support needed and received (specific to UNFCCC requirements).
To address these obligations, the EEA, in collaboration with the Energy Community Secretariat and CBIT-GSP, is organizing a training workshop in Tirana, Albania, on April 29–30, 2025.
Objectives:
The workshop aims to help CPs/Eurasian countries:
- Understand reporting requirements for climate adaptation and finance.
- Share experiences on data collection and coordination.
- Learn about quality review processes.
- Explore data usage at national, EU, and global levels.
The workshop will emphasize practical experiences to enhance application and learning.
Target participants:
Lead reporters from Eurasian countries nominated for the reporting obligations under GovReg and UNFCCC BTR. Coordinators and experts from national institutions and line ministries tasked with climate reporting, thematic experts for adaptation and climate finance (support) involved in the preparation of reports and policies under the UNFCCC and the Paris Agreement, including NCs, NAPs, NDCs and BURs/BTRs.
