Background
The forestry and other land use (FOLU) sector refers to a greenhouse gas inventory sector that includes emissions and removals of greenhouse gases resulting from direct human activities related to land use. This encompasses commercial uses, land-use changes, settlements, and forestry activities. The United Nations Framework Convention on Climate Change (UNFCCC) mandates that all Parties must develop, periodically update, publish, and report to the Conference of the Parties national greenhouse gas inventories of anthropogenic emissions by sources and removals by sinks for all greenhouse gases not regulated by the Montreal Protocol.
Transparent reporting of national greenhouse gas inventories is a crucial aspect of the Paris Agreement's Enhanced Transparency Framework (ETF), established in Article 13 of the Paris Agreement. The implementation of this framework requires all Parties to submit their first biennial transparency report (BTR), in accordance with the Modalities, Procedures, and Guidelines (MPGs) no later than December 31, 2024. The preparation of these reports involves thorough planning to utilize both quantitative and qualitative data to estimate GHG emissions and removals in a transparent, accurate, complete, comparable, and consistent way. The MPGs also introduce specific requirements for national GHG inventory reporting, and additional supporting information to be included in the annexes. Furthermore, all Parties are required to submit a national inventory report (NIR), which includes a national inventory (NID) and common reporting tables (CRT), to the UNFCCC as part of their BTR submission.
Although many countries now possess the expertise to prepare national GHG inventories, developed through their previous National Communications and Biennial Update Reports (BUR), the transition to BTRs in accordance with the new set of MPGs involve an increase in the amount, detail and rigorousness of the information to be presented, a task that may result challenging, especially for developing countries.
In response to this context, the Capacity Building Initiative for Transparency - Global Support Programme (CBIT-GSP) and the United Nations Environment Programme – Latin America and the Caribbean Office (UNEP-LACO) will conduct a peer exchange webinar with the Anglophone Caribbean Transparency Network to discuss FOLU sector best practices and experiences acquired by countries in these reporting processes and use of new formats for meeting the transparency requirements set out in Article 13.
Objective
Promote a discussion and capacity building space for countries of the Anglophone Caribbean Transparency Network for the presentation of timely, transparent and quality information related to the FOLU sector in BTRs, in line with the MPGs, and provide an overview of the fundamental principles, methodologies, and reporting requirements outlined in the IPCC 2006 guidelines. Specifically, the aim will be to review crucial aspects of the preparation of GHG inventories, as understanding the inventory cycle, IPCC categories, data collection and methods, and estimates, with a specific focus on their practical application within the FOLU sector.
In addition, the webinar aims to provide participating countries with international experiences and useful information to facilitate their reporting to the UNFCCC following the ETF under the Paris Agreement and advance in the consolidation of a community in their region that promotes exchange on knowledge and good practices associated with the presentation of GHG inventory information.
Audience and language
This peer exchange webinar is targeted for Anglophone Caribbean Transparency Network CBIT-GSP focal points, Coordinators of National Communications and Biennial Update and Transparency Reports, national CBIT projects, experts from the national agencies overseeing the establishment of national transparency frameworks as well as thematic experts in the areas of data collection and GHG inventory reporting. Additionally, the webinar will include international speakers and UNEP-LACO moderation. The webinar will be conducted in English.
Duration and registration
The webinar is expected to last a maximum of two hours, including sufficient time for discussion and questions and answers.
