Background

Many countries have submitted their first Biennial Transparency Report (BTR) as of 31 December, in line with the reporting requirements established under the Enhanced Transparency Framework (ETF). At the same time, as a following step to the BTR submission, countries are requesting support to build their capacities and prepare them for the Technical Expert Review (TER). The TER provides an opportunity for countries to showcase their progress, identify areas for improvement, and gain constructive feedback from technical expert reviewers.

Additionally, since the IPCC Inventory Software and the ETF Reporting Tool are both part of the reporting requirements, they support the Enhanced Transparency Framework (ETF) under the Paris Agreement. The IPCC Inventory Software facilitates the preparation of National Greenhouse Gas Inventories (NGHGI) in line with the 2006 IPCC Guidelines, while the ETF Reporting Tool aids in structuring and submitting reports in accordance with ETF requirements. 

The objective of the CBIT-GSP is to provide streamlined support and capacity-building at the national, regional, and global level to assist developing countries in responding to the reporting provisions under the UNFCCC and the Paris Agreement’s Enhanced Transparency Framework, and ultimately increase ambition for climate action. The CBIT-GSP is planning to achieve this through multiple support modalities, including the establishment and work of 10 Regional Networks across the globe to foster south-south collaboration, knowledge-sharing and learning among countries. 

The Regional Networks for Central Asia and Caucasus and Eurasia are invited to participate in a joint training workshop aimed at strengthening the technical and institutional capacities of the mentioned countries to prepare for the TER, which was assessed as one of the priorities on capacity building for transparency in both regional networks. The event will be hosted by the Government of Türkiye, and held in Ankara.

Objective

The primary objective of the training workshop is to support country teams in strengthening their technical and institutional capacities for the TER (before the TER, during the TER week, and afterwards). This includes ensuring a comprehensive understanding of the technical expert review process, requirements, expectations, and further steps under the ETF. 

Specific objectives:

  • Provide detailed guidance on the preparation of Biennial Transparency Reports (BTRs) and other relevant documentation required for TER, focusing on mandatory components such as greenhouse gas inventories (GHGI) and NDC tracking.
  • Conduct practical sessions and simulations to help participants familiarize themselves with the TER process, including responding to review questions and interacting with technical expert reviewers.
  • Facilitate the exchange of experiences, best practices, and lessons learned from countries that have undergone review or are preparing for TER, to enhance regional collaboration and support.
  • Identify common challenges and opportunities, corresponding to the application of tools and systems for reporting transparency data with ETF provisions. 

 

Approach

The training considers four different consecutive stages. Firstly, an introductory webinar that mainly sets the overall approach and provides instructions to the participants of the other parts of the training (Stage I). Second, a phase dedicated to the collection of information in each country. Said information will be arranged in templates that will be provided by the organizers and will be useful for the exercises to be carried out in the face-to-face event (Stage II). A third phase (Stage III) consists of a face-to-face event where, through practical exercises and presentations, it will be possible to acquire knowledge and insights for a successful implementation of the objectives of the training. And a final follow-up phase (Stage IV), aimed at providing feedback to the participants on the exercises and results produced by the country representatives during the face-to-face training.

Audience

This activity is intended for technical officers who work as coordinators of the national GHG inventory and mitigation and sectorial coordinators of the inventory and mitigation actions in the countries of the regional CBIT-GSP networks. This includes government staff at the national and sectoral levels, and staff from other institutions that are part of countries’ institutional arrangements for reporting inventories and mitigation actions and NDC tracking under the UNFCCC and the Paris Agreement.

Language

Both the webinar and the training workshop will be in Russian and English with simultaneous and consecutive translation provided in both languages.
