Background:

Nationally Determined Contributions (NDCs) are at the core of the Paris Agreement, outlining each country’s climate action commitments to reduce greenhouse gas emissions and enhance resilience. To ensure transparency and accountability in achieving these goals, the Enhanced Transparency Framework (ETF) under the Paris Agreement requires countries to submit Biennial Transparency Reports (BTRs). NDC tracking within the BTR process helps monitor progress, identify gaps, and facilitate informed policy decisions. It strengthens national climate governance by providing a structured approach to reporting mitigation, adaptation, and support-related activities.

Effective NDC tracking involves robust data collection, institutional coordination, and the use of standardized methodologies. Countries must establish Monitoring, Reporting, and Verification (MRV) systems to ensure accuracy and comparability in reporting. By integrating NDC tracking into the BTR process, nations can demonstrate progress, access international support, and enhance climate ambition over time. This mechanism also enables global stocktaking, fostering greater transparency and trust among Parties to the Paris Agreement.

Rationale

The Kyrgyz Republic approached CBIT-GSP with an in-country request for support to organize and deliver the hands-on training on NDC tracking and mitigation as part of their first BTR preparation process. 

Objective:

The main objective of the training is to support the national team of experts in Kyrgyzstan to learn about MPG requirements for NDC tracking and mitigation and practice how to fill the CTF tables required for compiling the chapter for BTR.
