Strengthening Climate Transparency: The Caribbean Cooperative MRV Hub Becomes a Non-Profit Organization

The Caribbean Cooperative Measurement, Reporting and Verification Hub (“MRV Hub”) has officially transitioned to a non-profit organisation, marking a key milestone in the development of climate transparency, reporting and regional collaboration among Caribbean nations. Known for its role in supporting Caribbean countries in their climate reporting commitments, this shift enhances long-term sustainability and technical support capabilities as nations work to meet their Paris Agreement commitments. 

A Legacy of Capacity Building

Established in 2019 under a five-year International Climate Initiative (IKI) grant, a key instrument of the German Federal Government, the MRV Hub was created to address critical needs in the Caribbean. These include building technical capacity to measure, report and verify greenhouse gas (GHG) emissions and climate actions in alignment with the Paris Agreement. 

Since its inception, the MRV Hub has: 

  • Assisted twelve (12) English-speaking Caribbean countries in climate data management 
  • Provided technical training & peer-learning opportunities, and capacity-building initiatives to its member countries.
  • Supported the development of GHG inventory, Biennial Update Reports (BURs), Biennial Transparency Reports (BTRs) and Nationally Determined Contributions (NDC) Tracking.
  • Established networks of technical experts, government officials and regional stakeholders, fostering knowledge exchange and sustainable MRV processes.

Transition to a Non-Profit

With the conclusion of the grant-funded project in 2023, the MRV Hub transitioned to a legal non-profit organisation registered in its host country, Grenada, in October 2024.

This new model ensures greater autonomy in operations and governance, expands funding and partnership opportunities, strengthens regional collaboration through formalised arrangements, and enhances service delivery. By solidifying its role as a key institution in regional climate governance, the MRV Hub enables Caribbean nations to measure and report their climate actions effectively while strengthening their climate resilience strategies. 

Governance and Oversight

The MRV Hub’s governance structure includes a Board of Directors who provide strategic guidance and ensure financial sustainability. Additionally, a regional steering committee comprising climate experts, government representatives, and technical specialists serves as an advisory body, offering strategic direction and programming support to ensure alignment with regional priorities. 

Looking Ahead: What’s Next?

With its new non-profit status, the MRV Hub will continue to: 

  • Support countries in climate reporting and data management
  • Support the preparation of upcoming Biennial Transparency Reports (BTRs) and NDC Updates 
  • Expand capacity-building initiatives 
  • Support the development of national MRV frameworks 
  • Strengthen collaboration with regional and international partners 
  • Foster regional collaboration and improve climate finance access

This transition marks an exciting new chapter in Caribbean Climate Governance, ensuring that regional nations can meet their transparency goals more effectively.
