The Ministry of Environment and Forestry through the Lesotho Meteorological Services (LMS) is implementing a 2-year Project titled “Preparation of Lesotho’s First Biennial Transparency Reports and Fourth National Communications to the UNFCCC (BTR1/NC4)” aimed at supporting the preparation and submission of Lesotho’s First Biennial Transparency Report (BTR1) and Fourth National Communication (NC4) to meet UNFCCC and Paris Agreement reporting requirements, while also addressing national development goals. This project is funded by the Global Environment Facility (GEF) with the United Nations Environment Programme (UNEP) as the delivery partner. The Ministry is therefore looking for a qualified, experienced, and competent NDC Tracking Consultancy who will ensure results oriented, effective, efficient, and accountable implementation of the project activities and achievement of project results.

Submission of the proposals should be on or before 09:00 am on the 27th March, 2025 in the tender box located on the 7th Floor, Ministry of Environment and Forestry Board Room entrance. SEALED PROPOSALS SHOULD BE CLEARLY MARKED as per instructions in section 2 (Please use courier facilities where necessary). The opening of the Proposals shall be at 09: 30 am on the 27thMarch, 2025 at the Ministry’s boardroom in the presence of the bidders or their representatives. All bidders are expected to comply with all the requirements.
The Ministry does not bind itself to accept the lowest or any tender nor assign reasons for acceptance or rejection of any tender. Qualification and Experience
- Master’s degree in fields such as in Climate Change, Climate Science/ Meteorology, Environmental Policy, Environmental Sciences, Natural Resource Management, Sustainability or any related field. APhD in any of the above fields will be an added advantage.
- At least 2 years of experience in NDC, climate change mitigation assessments, and UNFCCC reporting (BTRs, NCs, etc), with at least two relevant projects (e.g., GHG inventories, MRV systems).
