The Government of Lesotho through the Ministry of Environment and Forestry under the Lesotho Meteorological Services (LMS) is implementing a three-year project titled “Enabling Lesotho’s Enhanced Transparency Framework” supported by Global Environment Facility (GEF) with United Nations Environment Programme (UNEP) as the delivery partner from January 2023 to December 2026. The main objective of the project is to strengthen Lesotho’s capacity to collect and process climate change data into useful information for policymaking and reporting to the United Nations Framework Convention on Climate Change (UNFCCC) as well as improving the monitoring and evaluation aspect. The Ministry is therefore looking for a qualified, experienced, and competent international firm to develop a national climate data collection and tracking tool and an interlinked web-based monitoring, reporitng and verification (MRV) tool for tracking Nationally Determined Contributions (NDC) implementation, support the Government in developing a framework for tracking NDC implementation and the development of indicators which will ensure results oriented, effective, efficient, and accountable implementation of the project activities and achievement of project results.
The International firm will collaborate with a team of other international and local consultants to contribute to:
- The team will develop and operationalise two interlinked national online platforms; the climate data collection and tracking tool for greenhouse gases (GHG) inventory data and the web-based climate data display tool for tracking progress towards NDC targets.
- The team will also develop and adopt an NDC implementation tracking framework and use the indicators defined to develop a unified set of operating guidelines and protocols for data management.
- The team will provide training on the framework, guidelines and online tool developed.
- The team will collaborate with other teams that are experts in GHG inventories and NDC tracking who will help to design and test the tools.

Submission of the proposals should be on or before 09:00 a.m. on the 27th March, 2025 in the tender box located on the 7th Floor, Ministry of Environment and Forestry Board Room entrance (Please use courier facilities where necessary). SEALED PROPOSALS SHOULD BE CLEARLY MARKED as per instructions in the tender document. The opening of the Proposals shall be at 09:30 a.m. on the 27th March 2025 at the Ministry’s boardroom in the presence of the bidders or their representatives. All bidders are expected to comply with all the requirements.

The key minimum requirements and supporting mandatory documents that must accompany the proposals are to include the following:
- Team leader’s professional qualifications (supported by certified copies of educational certificates and professional references; two (2) with valid contact details).
- Team leader’s experience in carrying out consultancy assignments (supported by a letter from previous clients certifying work experience or copy of contracts).
- Team leader’s Curriculum vitae/professional profile including past experience in similar assignments.
