Background:

The Paris Agreement established a universal framework for addressing climate change, with Nationally Determined Contributions (NDCs) as its cornerstone. Transparency is a fundamental principle embedded within this framework, ensuring accountability, mutual trust, and informed decision-making among Parties. NDC 3.0 marks a pivotal moment in the global climate agenda, with all Parties expected to submit their updated commitments by 2025. This iteration provides an opportunity to reflect on the lessons learned from previous submissions and incorporate higher levels of ambition aligned with the latest scientific findings. The 2025 NDC submissions will serve as a critical milestone in demonstrating collective progress toward the Paris Agreement’s long-term temperature goals and reinforcing global solidarity in addressing the climate crisis.

NDC 3.0 must not only outline enhanced mitigation and adaptation efforts but also ensure that these commitments are transparent, actionable, and reflective of national circumstances. In NDC 3.0, transparency emerges as a critical enabler for enhancing ambition, fostering international cooperation, and driving effective implementation.

The role of transparency in NDC development and update focuses on (1) Enhancing Ambition (2) Supporting Accountability and Implementation, (3) Building Credibility and Trust, (4) Unlocking climate finance and (5) Facilitating Stakeholder Engagement. Countries are encouraged to prioritize transparency as they prepare their NDC 3.0 submissions, ensuring that these commitments reflect not only their highest ambitions but also their readiness to deliver meaningful results.

Objective

The primary objective of the webinar is to provide an overall summary to the countries within the Regional Networks of Eurasia, Central Asia and the Caucasus, the Middle East and North Africa about the key aspects of transparency in updating their NDC 3.0. Additionally, it aims to foster collaboration and facilitate the exchange of experiences in integrating the transparency practices gained through the Biennial Transparency Reports into the upcoming NDC 3.0.

This webinar will add to other series of events dedicated to transparency and NDC 3.0 organized by other partners and organizations. 

Target Audience and Language

The meeting will bring together CBIT-GSP country focal points, national coordinators for National Communications (NCs) and Biennial Transparency Reports (BTRs), senior experts from national agencies responsible for climate policy and transparency, as well as specialists in greenhouse gas inventory, adaptation and impacts, climate finance, and NDC tracking. 

In addition, other partners, including representatives from UNFCCC, NDC Partnership, ICAT and UNDP will also be invited to participate.

The meeting will be held in English, Russian and Arabic with simultaneous translation available in all three languages.

Duration and Registration

It is expected that the meeting will last 2 hours and 30 minutes with sufficient timing dedicated to discussion and Q&A sessions.
