Background

The Paris Agreement's Enhanced Transparency Framework (ETF) mandates clear and detailed reporting of national Greenhouse Gas (GHG) inventories. This involves carefully estimating GHG emissions and removals using both quantitative and qualitative data. The process must be transparent, accurate, complete, comparable, and consistent.

To ensure compliance, the ETF guidelines outline specific requirements for reporting GHG inventory results, including dedicated sections within the Biennial Transparency Report (BTR) and supporting annexes. Additionally, all countries must submit a National Inventory Report (NIR) to the UNFCCC as part of their BTR submission. The NIR consists of a National Inventory Document (NID) and Common Reporting Tables (CRT).

Many countries have developed the capacity to create national GHG inventories through their previous National Communications and Biennial Update Reports (BUR). Some have already begun updating these inventories as part of their Biennial Transparency Report (BTR) preparation. However, a significant challenge arises from the need to report on the inventory development process itself using new formats. Adhering to the transparency requirements outlined in Article 13 demands a clear understanding of these new reporting methods, which may pose difficulties for countries lacking the necessary knowledge and tools.

The CBIT-GSP aims to bolster developing countries' capacity to meet reporting obligations under the UNFCCC and Paris Agreement, ultimately driving more ambitious climate action. To achieve this, the initiative offers comprehensive support at national, regional, and global levels. A key strategy involves establishing ten Regional Networks to facilitate South-South cooperation, knowledge exchange, and learning. By strengthening global initiatives and networks, the CBIT-GSP is committed to supporting countries in reporting greenhouse gas emissions, enhancing their resilience, and transparently monitoring and communicating their progress.

This Webinar aims to ensure that countries' GHG inventories are aligned with the modalities, procedures, and guidelines (MPGs) set by the UNFCCC for reporting under the ETF. By doing so, it supports informed policymaking, facilitates compliance with international climate commitments, and contributes to global efforts in mitigating climate change.

By the end of the Webinar, participants are expected to have a stronger grasp of the ETF requirements and improved technical capabilities to contribute effectively to their national GHG inventory reporting processes.

Objective 

The purpose of this webinar is to strengthen the capacity of technical experts in the MENA region in compiling and reporting GHG inventories. It is designed to equip participants with the essential knowledge of the requirements and structure of the GHG Inventory Document, thereby enhancing their contributions to national reporting under the Enhanced Transparency Framework (ETF) of the Paris Agreement. 

The webinar aims to ensure that countries' GHG inventories comply with UNFCCC modalities, procedures, and guidelines for reporting under the ETF.

The specific objectives are:

• To enhance technical experts' understanding of reporting requirements under Article 13 of the Paris Agreement, including the provisions related to the modalities, procedures, and guidelines (MPGs) for the Enhanced Transparency Framework.
• To strengthen the capacity of technical experts from MENA countries in preparing and reporting GHG inventories under the ETF, with a focus on the structure of the second Chapter of the Biennial Transparency Report (BTR) related to the National Inventory Report (NIR), as well as electronic reporting using Common Reporting Tables (CRTs).

Target Audience and Language

The virtual exchange will bring together relevant national transparency focal points (CBIT-GSP focal points and thematic experts from the Climate Transparency Network countries), and other Transparency stakeholders such as coordinators of National Communications, BURs and BTRs, senior experts from the national agencies dealing with climate reporting involved in National Inventory Report. 

The webinars will be conducted in English. In addition, participants are free to communicate in the language of their preference, whether it be Arabic, English, or French.
