Background

With the adoption of the Paris Agreement and the transition from the existing MRV arrangements to the enhanced transparency framework (ETF) governments will need to assess and adjust how they respond to their new reporting obligations including preparation and communication of successive NDCs every 5 years and biennial transparency reports (BTR) every 2 years. 

In that regard, countries need to develop and maintain Institutional Arrangements for collecting and analyzing a broad range of climate information and data. Robust IAs are essential for countries to successfully prepare their BTRs. 

Stable and sustainable Institutional Arrangements are key to successfully implementing the ETF in developing countries through enhanced scope and depth of climate reporting. They provide reliable information to decision makers and thereby contribute to decision making processes and climate action. They help countries meet their Paris Agreement commitments; and promote trust by providing reliable and transparent information in BTRs and NDCs.

A capacity needs assessment of transparency was conducted in the MENA region in January 2024, to identify gaps and needs, and to prioritize next steps through an annual workplan for the region, of which institutional arrangements for transparency was one of the priority areas identified for 2024. 

Objective

The main objective of the webinar is to improve the knowledge on institutional arrangements for transparency systems of experts in the MENA region through sharing of best practices from countries in the region with already some types of transparency arrangements established.

Target Audience and Language

The virtual webinar is targeted to national transparency coordinators and focal points and senior experts from the national agencies dealing with climate policy who oversee the establishment of MRV and the national Enhanced Transparency Frameworks and experts dealing with data collection and greenhouse gas inventory, adaptation and impacts, NDC tracking and support needed and received in the MENA region.

The meeting will be held in English and participants are free to speak the language that they prefer English/Arabic/French.
