In the context of global climate governance, both 2024 and 2025 hold significant importance. During these years, countries are tasked with critical obligations related to climate transparency and action. Specifically:
- Biennial Transparency Report (BTR) Submission:
- By the end of 2024, countries are required to submit their inaugural Biennial Transparency Report (BTR) under the Enhanced Transparency Framework of the Paris Agreement. This report aims to enhance transparency in climate-related data and progress.
- The BTR deadline is set for 31st December 2024.
- Nationally Determined Contributions (NDCs) Preparation:
- Simultaneously, nations must prepare their next set of Nationally Determined Contributions (NDCs). These NDCs outline their commitments and targets for mitigating greenhouse gas emissions and adapting to climate change.
- The submission deadline for these updated and more ambitious NDCs is at least 9-12 months before the 30th Conference of the Parties (COP 30), scheduled for November 2025 in Brazil.
- Therefore, countries should aim to submit their new NDCs no later than February 2025, which is just two months after the BTR deadline.
The linkage between the BTRs and NDCs is not just procedural but foundational to the success of global climate action. The BTRs are intended to provide a detailed account of progress towards achieving the current NDCs, thereby informing the global stocktake process which, in turn, shapes subsequent NDC submissions. To this end the Global Transparency Forum will host a High-Level Dialogue, providing a pivotal platform for discussing the intertwined processes of BTR and NDC preparations. This dialogue is expected to provide critical insights into creating effective synergies between transparency reporting and NDC enhancement, focusing on mutual benefits that can accelerate both climate action and global cooperation.
