Background
The countries that are party to the UNFCCC must periodically compile GHG Inventories and communicate them to the UNFCCC secretariat. To achieve this, GHG data management systems are critical for developing and regularly updating national greenhouse gas (GHG) inventories that, in turn, are foundational to national and international GHG mitigation efforts. Data for GHG inventory compilation countries come from different stakeholders, including line ministries and the private sector. However, often times those different data providers have a limited understanding of the type and format of the data required.
Most countries have already received capacity-building support on the different aspects of inventory compilation, including the 2006 IPCC Guidelines. However, capacity gaps and lack of awareness remain among the different data providers including countries’ central units coordinating the final inventory, especially since the inventory compilation is often outsourced to external consultants. In addition, the upcoming reporting under the Paris Agreement, starting in 2024, includes more stringent and comprehensive reporting provisions for GHG inventory reporting.
Based on the capacity needs assessment done by the CBIT-GSP, not much attention has gone towards building the capacity of the different data providers in national GHG systems. This gap is the focus of this support. Many countries are in the process of developing institutional arrangements and legal frameworks for data-sharing between the ministry responsible for GHG inventory compilation and reporting and the different data providers, notably the line ministries. These arrangements and agreements need to be operationalized through a series of direct engagements and capacity building for the targeted sector-specific data providers (Waste), hence the need for extensive engagements with the data providers in Namibia.
The focus of the training is to guide data providers and compilers in understanding and using the IPCC 2006 Guidelines for the Waste Sector, including the harmonization of data monitoring and reporting requirements for the Waste sector.

Objective
The main objective is to improve the knowledge of the data providers in the Waste sector on the GHG inventory requirements, according to the 2006 IPCC Guidelines. The concept will be implemented in two phases, one through online training and the second one through face-to-face in the country.
