Training on LULUCF Sector of National GHG Inventory in Bosnia and Herzegovina

In accordance with the Enhanced Transparency Framework (ETF) of the Paris Agreement, all countries are required to submit their 1st Biennial Transparency Report, including national greenhouse gas (GHG) inventory, by December 31, 2024, and subsequently every two years. However, the ETF has raised the bar for GHG inventory requirements, presenting challenges for developing countries in meeting these standards (e.g., completing the Common Reporting Table, CRT, fulfilling data requirements, and adhering to the 2006 IPCC Guidelines).

During the four-day training session, the national GHG inventory team of Bosnia and Herzegovina (BiH) focused on practical application of the 2006 IPCC Guidelines and the IPCC Software for GHG inventory development, specifically within the Land Use, Land-Use Change, and Forestry (LULUCF) sector. The training covered institutional arrangements, data management, quality assurance, uncertainties, and reporting aspects. Participants are expected to enhance their skills in automating GHG emission/removal estimations and better prepare their GHG Inventory to meet ETF requirements.

“According to Iordanis Tzamtzis, FAO climate change specialist, Bosnia and Herzegovina has favorable conditions for developing and improving its greenhouse gas (GHG) inventory. The country possesses the basic data and domestic experts are capable of performing complex calculations for the GHG inventory in the LULUCF sector. However, challenges remain in terms of institutional arrangements (e.g. coordination between institutions, unclear institutional settings, and responsibilities) and data availability. Additionally, continuous efforts are needed to enhance capacity and knowledge, to ensure a sustainable national GHG inventory system, and an inventory that accurately reflects GHG emissions and removals in BiH.”

GHG inventories play a crucial role in tracking emissions and removals, contributing to global efforts to stabilize greenhouse gas concentrations. This training was attended by data providers and GHG inventory compilers from government institutions in BiH, including the GHG inventory team from hydrometeorological institutes, forestry experts, representatives of statistical offices, and environmental protection agencies.

The training was organized by the Capacity Building Initiative for Transparency (CBIT) Global Support Program (GSP) in collaboration with UNDP BiH and FAO as part of the in-country support for transitioning developing countries to Biennial Transparency Reports (BTRs).
