Gonçalo Cavalheiro is a climate change consultant. He holds a graduate degree (master’s equivalent) in International Relations and has over 20 years of professional experience on all aspects of climate change policy, both related to adaptation and mitigation.
Gonçalo Cavalheiro has a proven track record of facilitation, training and technical assistance projects of sub-national (e.g. trainings for state level administration in Brazil), national (training on BURs in the Philippines or on negotiations in Viet Nam and Indonesia), regional (training on mainstreaming of adaptation for Portuguese speaking African Countries) and global (facilitator of the PATPA APR since 2015) natures.
Gonçalo Cavalheiro has provided consultancy services to governments (such as the Portuguese, Brazilian, Cape Verdean, Mozambican, Vietnamese, Philippine, Serbian among others), international organizations (such as the European Commission and the United Nations) and private companies (from banks, to airport managers, mobile phone and internet providers). He has extensive experience in working with GIZ (Germany).
Transparency / Measurement, Reporting and Verification are the backbone of Gonçalo Cavalheiro’s experience on climate change: he has been actively involved in the international negotiations relating to the United Nations Convention on Climate Change and the Kyoto Protocol, as a member of the Portuguese National Delegation (from 1999 to 2008), and as member of the delegation of the European Union (2011-2014). In addition to issues related to MRV, Gonçalo Cavalheiro has also negotiated issues related to adaptation (namely the Nairobi Work Programme) and has provided training and technical assistance on development of national adaptation strategies (in Serbia and North Macedonia).
Gonçalo Cavalheiro has also participated in the Final Evaluation of two GEF funded projects for the UN Environment Evaluation Office. These two projects were implemented in Brazil and in Mexico.
Gonçalo Cavalheiro has held leadership roles since the very early stages of his professional career, having, among others, founded the first Portuguese company dedicated to climate change, which established the 1st carbon trading system in Portugal and managed two private carbon and energy investment funds. Nonetheless, Gonçalo Cavalheiro continues to enjoy, and this often, in teams where he does not hold a leadership role.
