This report refers to Liberia’s institutional arrangements as being made up of of five components: 1. Organizational mandates such as agreements, laws, and commitments  2. Expertise including data, modelling, compilation, and reporting experts across a range of themes. 3. Data flows of the data necessary for the MRV system to be of value 4. Systems and tools for information, communication, and engagement  5. Stakeholder engagement.
