The enhanced transparency framework (ETF) for action and support has been established in order to build mutual trust and confidence, and to promote effective implementation of the Paris Agreement. The framework builds on and enhances the existing MRV arrangements under the Convention, with built-in flexibility which takes into account Parties’ different capacities and builds upon collective experience.
