Background
Under the Paris Agreement, the Modalities, Procedures, and Guidelines (MPGs) introduced new requirements for reporting national GHG inventory results. These results must be included in Chapter I of the Biennial Transparency Report (BTR), with supporting information in annexes. Additionally, all Parties must submit a National Inventory Report (NIR)—comprising the National Inventory Document (NID) and Common Reporting Tables (CRT)—as part of their BTR submission to the UNFCCC.
Türkiye has historically submitted its national GHG inventory annually by April 15, in line with the UNFCCC Reporting Guidelines for Annex I Parties. These submissions included the NID and CRT. The country has built substantial expertise through its previous National Communications and is now updating its inventory used for the Updated NDC in preparation for the BTR. However, reporting the processes, data, and results remains a challenge, especially under the transparency requirements of Article 13.
To address these challenges, the Capacity-Building Initiative for Transparency (CBIT) was launched to support countries in developing robust transparency frameworks for monitoring NDC implementation and enhancing climate ambition. The CBIT Global Support Programme (CBIT-GSP) provides capacity-building at national, regional, and global levels, including through 10 Regional Transparency Networks that promote south-south collaboration and peer learning. These networks are invited to participate in joint training on GHG inventory reporting under the MPGs—a key regional capacity-building priority.
National Context
Türkiye joined the UNFCCC in 2004, ratified the Kyoto Protocol in 2009, and the Paris Agreement in 2021. Its climate policy is guided by the 2024–2030 Climate Change Mitigation and Adaptation Strategy and Action Plans. Türkiye’s first NDC pledged a 21% emissions reduction by 2030, later revised to 41%, with a net-zero target by 2053 and emissions peaking by 2038.
Türkiye submitted its First National Communication in 2007 and its Eighth in 2023, covering 2019–2022. The 8NC includes the Fifth Biennial Report and outlines national circumstances, GHG trends, and climate policies.
The Turkish Statistical Institute (TurkStat) was designated in 2009 as the lead agency for coordinating the national GHG inventory, including annual submissions and responses to UNFCCC reviews. The legal framework is based on the Statistics Law of Türkiye and the Official Statistics Programme (OSP), updated every five years.
UNFCCC reviews of Türkiye’s past submissions identified technical gaps, including:
- Land representation for LULUCF using remote sensing and GIS
- F-gas estimation in the IPPU sector
- Methodological improvements in the Energy sector
- Use of the COPERT model for transport emissions
- Data quality and source documentation
- Development of a comprehensive QA/QC Plan
To address these gaps, Türkiye requested technical support from CBIT-GSP to strengthen the capacity of experts from the Directorate of Climate Change and the Ministry of Environment, Urbanization and Climate Change. The goal is to improve documentation of methods, data sources, assumptions, and uncertainties, and to support the transition to an advanced national system for BTR preparation under the Enhanced Transparency Framework.
Objective
The training aims to enhance Türkiye’s technical capacity in compiling, analyzing, and reporting GHG inventories under the Enhanced Transparency Framework (ETF) of the Paris Agreement. It focuses on applying the 2006 IPCC Guidelines, with emphasis on:
- Road transport in the energy sector
- F-gases in the IPPU sector
- Land representation and emissions/removals estimation in the LULUCF sector
Participants will gain hands-on experience using IPCC inventory software to ensure Türkiye’s inventories are accurate, comprehensive, and aligned with UNFCCC reporting requirements—supporting climate policy and global mitigation efforts.
Specific Objectives:
- Strengthen technical capacity for GHG inventory preparation and reporting under the ETF
- Deepen understanding of IPCC 2006 methodologies across key sectors
- Improve data collection, management, and analysis systems
- Build practical skills in using IPCC software for inventory compilation
Audience
The training targets technical officers involved in national and sectoral GHG inventory coordination and data provision, including experts from:
- Turkish Statistical Institute (TurkStat)
- Directorate of Climate Change
- Ministry of Environment, Urbanization and Climate Change
- Other institutions within Türkiye’s inventory reporting framework
Approach
The training will follow a three-phase structure:
Phase I: Introductory Webinars (5–8 August 2025)
Three 2-hour webinars will provide foundational knowledge and sector-specific guidance, supported by pre-webinar reading materials.

Phase II: In-Country Training (15–19 September 2025)
Hands-on training in Türkiye on IPCC 2006 Guidelines and software, covering Energy, IPPU (F-gases), and LULUCF sectors.
Phase III: Follow-Up Sessions (October 2025)
Post-training follow-ups will focus on QA/QC and next steps identified during in-country support.
