Background

The Capacity Building Initiative for Transparency (CBIT), established under the Paris Agreement, supports developing countries in enhancing their institutional and technical capacities to meet the reporting requirements under the Enhanced Transparency Framework (ETF). Through financial support from the Global Environment Facility (GEF), CBIT projects aim to strengthen systems for greenhouse gas (GHG) inventory development, monitoring of Nationally Determined Contributions (NDCs), and the overall quality and sustainability of climate data and reporting processes.

Egypt is in the process of defining its first CBIT project (CBIT1), a crucial step to strengthen its national transparency framework. Recent engagements between Egypt and the CBIT-GSP team have laid the groundwork for this session, focusing on ensuring that the CBIT1 project will effectively complement existing national initiatives, particularly the MRV system platform supported by the World Bank and their NDC tracking database system, to avoid any duplication of efforts. These initial discussions have also provided clarity on the scope of CBIT support concerning Article 6 readiness, emphasizing that any capacity-building activities under CBIT must be clearly linked to transparency objectives and reporting requirements.

This upcoming technical support session is designed as a direct follow-up to these preparatory discussions. It will offer a dedicated virtual space for an in-depth review and collaborative refinement of Egypt's CBIT1 logframe. The goal is to ensure the proposal is robust, strategically aligned with Egypt's national climate priorities, adheres to GEF criteria, and fully supports the country's long-term capacity to meet its ETF commitments under the Paris Agreement.

Objective :

This session is intended to serve as a space for focused discussion, reflection, and technical exchange on the potential activities to be included in Phase 1 of the CBIT project in Egypt. The national team will engage in a collaborative review, leveraging the comments and recommendations previously provided by the CBIT-GSP team.

Specifically, the session will aim to:

  • Facilitate a detailed discussion on the second draft of Egypt's CBIT1 logframe, addressing the comments and adjustments proposed by the CBIT-GSP team, particularly regarding the crucial avoidance of duplication with the World Bank-supported MRV system.
  • Provide an opportunity to collaboratively explore how the CBIT1 project can effectively complement and operationalize Egypt's existing MRV and NDC tracking systems, maximizing synergy and impact.
  • Further clarify and refine elements related to Article 6 transparency and reporting requirements (such as the development of a national registry or an initial report), ensuring any proposed capacity-building activities are precisely linked to permissible transparency objectives under CBIT guidelines.
  • Offer a dedicated platform for the Egyptian team to present their revised CBIT1 framework and receive further tailored technical feedback and recommendations from CBIT-GSP experts. These inputs will be instrumental in refining and strengthening the proposal, ensuring its robust alignment with GEF criteria, national development and climate strategies, and global good practices.
Target Audience and Language

This hands-on session is specifically for the National Climate Change team of Egypt, comprising experts working on climate transparency, reporting, and the development of the CBIT1 project proposal. The meeting will be conducted in English-Arabic.
