Launch and inception Uganda’s Second Biennial Update Report (SBUR)

The launch and inception workshop took place on January 24th, 2024, at the Ridar Hotel in Mukono. Uganda’s Second Biennial Update Report (SBUR) is implemented by the Ministry of Water and Environment in partnership with the United Nations Environment Programme (UNEP) as the implementing agency of the Global Environment Facility (GEF). The workshop was attended by CCD representatives, a team of consultants, representatives from MDA’s (MWE, MEMD, NWSC, MAAIF, MoWT, Mukono district LG, NARO, MTIC), and the Capacity Building Initiative for Transparency Global Support Programme (CBIT-GSP). 

Uganda submitted its First Biennial Update Report (FBUR) to the United Nations Framework Convention on Climate Change (UNFCCC) under paragraph 41 (a) of decision 2/CP.17 in 2019. Uganda’s Second BUR will use a four-phase approach to guide the process of executing this assignment from inception to final SBUR finalization. This approach will measure the means of verification of achievement/success for which the consultant shall be evaluated. 

The development of the SBUR will focus on documenting and updating information on national circumstances and institutional arrangements, the National Greenhouse Gas Inventory for Energy, Industrial Processes and Product Use (IPPU), and Waste Sectors of the Inter-Governmental Panel on Climate Change (IPCC), Documenting National emission factors for key source categories, Finance, technology and capacity-building needs and support received, National GHG emissions from Agriculture, Forestry Land Use and Land cover change, and Information on Domestic measurement, reporting and verification (MRV). 

In recognition of the fact that it has been over four years since Uganda submitted its first BUR, Uganda would like to meet its obligation to submit its second BUR that will cover relevant information on climate change actions, including.

  1. To undertake national stocktaking and stakeholder consultation to review work carried out under previous climate change enabling activities, identify gaps, and propose relevant activities to be undertaken within the framework of preparing the Second Biennial Update Report (BUR2) under the UNFCCC. 
  2. To undertake national stakeholders’ engagement and institutional arrangements to prepare subsequent reports under the UNFCCC.
