Background:
Nationally determined contributions (NDCs) are at the heart of the Paris Agreement and the achievement of its long-term goals. NDCs embody efforts by each country to reduce national emissions and adapt to the impacts of climate change. The Paris Agreement requires each Party to prepare, communicate and maintain successive nationally determined contributions (NDCs) that it intends to achieve. Parties shall pursue domestic mitigation measures, with the aim of achieving the objectives of such contributions.
Tracking NDCs is a requirement under the Paris Agreement’s Enhanced Transparency Framework (ETF). It requires transparent quantitative and qualitative information on the implementation and achievement of the NDC, including indicators comparing current or projected emissions, and information that helps better understand the NDC target and its impacts.
About the Programme:
The MLP aims to improve the understanding of developing countries on how to apply the reporting guidance under Article 6 and explore improvement areas of next reporting to UNFCCC.
MLP helps countries learn how to prepare this reporting practically. Since 2020 the Programme provided support to 24 countries including Azerbaijan, Uzbekistan, Georgia and Moldova who joined the program in 2023. MLP added value to the capacity building support in addition to the targeted training exercises which were organized by the CBIT-GSP and UNEP-CCC on deep-diving of NDC tracking for mitigation actions.
After a successful initial MLP cycle, new countries showed interest in MLP. Having a good experience to work under the MLP with Moldova, Georgia and Japan in close cooperation with IGES in 2023-2024, the CBIT-GSP decided to extend its support to other new countries of the region and foresees learning exercises on reporting of mitigation actions under the Article 13 of the Paris Agreement for Serbia and Türkiye, particularly selecting the Energy Sector. MLP for Serbia and Türkiye is technically led and coordinated by the CBIT-GSP and with Japan that is contributing as experience sharing country and as a technical contributor.
MLP Objectives:
- To understand the structure and reporting elements of the common tabular formats (CTFs)
- To conduct brainstorming and exercise to practice how to complete the CTFs
- To identify any additional information or data needed
- To consider a national system for tracking progress in implementing and achieving NDCs
The MLP anticipates three consecutive events:
1. Kick-off meeting- planned for 31-May 2024, considering the following:
- Introduction of participants and MLP

Explanation of schedule and a First Exercise: Filling a CTF-5: Mitigation policies and measures, actions and plans (Energy sector)
2. Main meeting- planned for mid- July- 2024, considering the following::
- Presentation of the first exercise by the countries
- Explanation of answers to questions and discussion
- Introduction for Second Exercise: Development of CTF 1 (description of selected indicators) and CTF-2 (definitions needed to understand NDC)
3. Follow-up meeting- end of September- 2024, considering the following :
- Presentation of the Second Exercise
- Review of the program and discussion for the next step
Audience:
This activity is intended for technical officers who coordinate the tracking and reporting of NDC mitigation commitments in Serbia and Türkiye. This includes government staff at the national and sectoral levels, and staff from other institutions that are part of countries' institutional arrangements for reporting under the UNFCCC and the Paris Agreement (BTR).
Language and modality:
The support sessions will be held in English language in online mode.
