Background:

Nationally determined contributions (NDCs) are at the heart of the Paris Agreement and the achievement of its long-term goals. NDCs embody efforts by each country to reduce national emissions and adapt to the impacts of climate change. The Paris Agreement requires each Party to prepare, communicate and maintain successive nationally determined contributions (NDCs) that it intends to achieve. Parties shall pursue domestic mitigation measures, with the aim of achieving the objectives of such contributions.

Tracking NDCs is a requirement under the Paris Agreement’s Enhanced Transparency Framework (ETF). It requires transparent quantitative and qualitative information on the implementation and achievement of the NDC, including indicators comparing current or projected emissions, and information that helps better understand the NDC target and its impacts.

About the Programme:

The MLP aims to improve the understanding of developing countries on how to apply the reporting guidance under Article 6 and explore improvement areas of next reporting to UNFCCC.

MLP helps countries learn how to prepare this reporting practically. Since 2020 the Programme provided support to 24 countries including Azerbaijan, Uzbekistan, Georgia and Moldova who joined the program in 2023. MLP added value to the capacity building support in addition to the targeted training exercises which were organized by the CBIT-GSP and UNEP-CCC on deep-diving of NDC tracking for mitigation actions.

After a successful initial MLP cycle, countries requested an extension of support to the agriculture sector. In response, IGES and CBIT-GSP decided to extend their assistance, planning learning exercises on reporting mitigation actions under Article 13 of the Paris Agreement. These exercises will focus specifically on the Agriculture Sector in Georgia and Moldova.

MLP Objectives:
  • To understand the structure and reporting elements of the common tabular formats (CTFs)
  • To conduct brainstorming and exercise to practice how to complete the CTFs
  • To identify any additional information or data needed
  • To consider a national system for tracking progress in implementing and achieving NDCs

The MLP anticipates three consecutive events: 

  1. Kick-off virtual meeting with all participating countries on May 30th, to discuss the plans and ways of integrating the outputs of this MLP in the BTRs. Determine a set of tasks and exercises.
  2. Main meeting with all participating countries on July 30th in Baku, Azerbaijan, to present the key findings of the countries' exercises on NDC tracking and mitigation actions for Agriculture.
  3. Follow-up virtual meeting by the end of September.  
Audience:

This activity is intended for technical officers who coordinate the tracking and reporting of NDC mitigation commitments in Georgia and Moldova. This includes government staff at the national and sectoral levels, and staff from other institutions that are part of countries' institutional arrangements for reporting under the UNFCCC and the Paris Agreement (BTR).

Language and modality:

The support sessions will be held in English language in online mode.
