About the support activity for Kyrgyzstan 

Background

Through the Article 13, the Paris Agreement established the Enhanced Transparency Framework (ETF) to regularly measure the progress made by countries to strengthen the global response to the threat of climate change. The objective of the new framework is to build mutual trust between countries, raise climate ambition and rigorously monitor public mitigation and adaptation policies. It aims to better track GHG emissions over time, assess the progress made by Parties in meeting their commitments on mitigation and adaptation, and assess collective progress toward the 2°C long-term pathway. 

By the end of 2024, Biennial Transparency Reports (BTRs) have to be submitted by all countries. For the most developing countries this presents a significant challenge due to increased reporting frequency, stronger transparency requirements, increased scope of categories and gases to be reported on a mandatory basis, and a substantial increase of data and information associated with different components of MRV that need to be collected and processed.  

The Kyrgyz Republic, as one of the members of the CBIT-GSP’s regional transparency network for Central Asia and the Caucasus, has completed its fourth National Communication and first Biennial Update Report (BUR) under the UNFCCC and proceeded with establishing the institutional arrangements for transparency of climate actions. The established Climate Finance Centre (CFC) under the Ministry of Natural Resources, Environment and Technical Supervision of the Kyrgyz Republic is mandated to coordinate the process of developing regular climate reporting under the UNFCCC. However, given the gaps in institutional memory on the preparation of previous climate reporting under the UNFCCC and insufficient technical capacity of junior colleagues and staff of the Centre, it is required to increase the level of knowledge and provide additional information on new reporting requirements in the transition to ETF. This was requested as the in-country activity support under the CBIT-GSP.

Rationale

The Learning Session for colleagues from the Climate Finance Centre, as well as other experts representing key ministries and agencies involved in climate accountability and transparency, including MNRETS, was made possible in the frameworks of the first meeting of the regional technical working group on transparency for adaptation in Central Asian countries organized by CAREC via its ReCATH project, which took place on 13-14 July 2023 in Bishkek, Kyrgyzstan.

Hence, the first session on Transparency and Transition towards the Enhanced Transparency Frameworks (ETF) addressed the request of the CFC on this topic, and contributed to the development and determination of further potential areas for sharing experiences on transparency within the CBIT-GSP project.

Objective

The main objective of the learning session is to inform the junior staff of the Climate Finance Centre (CTF) of the Ministry of Natural Resources, Ecology and Technical Supervision (MNRTS) about the overall concept of the ETF and transparency systems, discuss the progress towards developing the first BTR as well as to determine key gaps and challenges in establishing sound and sustainable institutional arrangements for transparency.

It is expected that the colleagues from the Centre and other representatives of the key ministries and agencies of the Kyrgyz Republic involved in climate reporting under the UNFCCC will learn about other opportunities on capacity building for transparency and climate reporting through national, regional and global initiatives, as well as will share information on progress in preparation of the first Biennial Transparency Report (BTR).

Moreover, given that other representatives from the Central Asian countries will also be attending the meeting, the CFC’s colleagues will get a more global/regional picture of all initiatives currently ongoing or planned by individual countries of the region.

Target group and language

The learning session is aimed for the staff of the Climate Finance Centre, who deal with national GHG Inventory, mitigation and GHG projections, vulnerability and adaptation and the overall coordination process for the climate reporting and transparency in the Kyrgyz Republic. 

The meeting will be held in Russian and lasted up to 2 hours with sufficient timing dedicated to discussion, information exchange and Q&A sessions.
