Background
On 30 December 2024, Morocco submitted its first BTR and NIR, marking a milestone in its transparency journey. This submission reflects Morocco’s experience in fulfilling its commitments under Article 13 of the Paris Agreement and provides valuable insights into the implementation of the Modalities, Procedures, and Guidelines (MPGs) established under Decision 18/CMA.1.
Morocco has actively engaged in strengthening its transparency framework under the Paris Agreement and has taken significant steps to enhance its reporting processes in line with Article 13. As part of this effort, Morocco sought support from the Capacity-Building Initiative for Transparency – Global Support Programme (CBIT-GSP) to further refine its reporting mechanisms and address key challenges encountered during the preparation of its first Biennial Transparency Report (BTR1) and National Inventory Report (NIR).
To support this effort, an in-person hands-on session was held on 28 March 2025 at the Department of Environment. During this session, CBIT-GSP facilitated a brainstorming exercise and benchmarking analysis, followed by a technical hands-on session aimed at identifying additional challenges in the reporting process. A draft document was subsequently prepared in collaboration with the national team from the Climate Change Directorate to consolidate findings and inform future improvements.
Objective of the Session
The primary objective of the session was to support Morocco in identifying and addressing key challenges related to the preparation of its first BTR. Specifically, the session aimed to:
- Present a benchmarking analysis prepared by CBIT-GSP to help Morocco understand how other countries report on challenges and lessons learned in implementing Article 13 of the Paris Agreement.
- Facilitate a hands-on technical session to identify gaps, challenges, and areas for improvement in data collection, institutional arrangements, and reporting methodologies.
