Background
In early 2025, the CBIT-GSP received multiple requests for support aimed at enhancing knowledge and understanding of the Technical Expert Review (TER) process. These requests underscored the need for better preparation of countries before, during, and after their participation in the TER. Given that many countries from Eurasia, Central Asia, and the Caucasus had submitted their first Biennial Transparency Reports (BTRs), this demand called for urgent attention from support partners. In response, capacity-building activities focused on the TER were integrated into the 2025 annual work plans of the CBIT-GSP networks.
Adopting a comprehensive approach, CBIT-GSP developed a structured agenda to support countries throughout the TER process. The first step was an introductory webinar held on 18 March 2025, designed to strengthen foundational understanding of the TER and to share insights from Technical Expert Review Team (TERT) members. Following this, countries undertook domestic data and information collection activities through early May to ensure their readiness for practical exercises during the in-person workshop.
The regional workshop on TER readiness for countries of Eurasia, Central Asia, and the Caucasus was held in Ankara, Türkiye from 27 to 29 May 2025. The event was conducted in partnership with FAO, UNEP, CGE UNFCCC, and UNDP, and was graciously hosted by the Government of Türkiye. In terms of BTR chapter coverage, the scope of this activity only included the GHG Inventory and NDC tracking chapters.
Throughout the workshop, numerous technical and cross-cutting questions were raised regarding the TER process. In response, and in coordination with the UNFCCC team, it was agreed to offer follow-up support. A technical webinar in a question-and-answer format is therefore being organized for participants from the region, providing an opportunity to address outstanding queries and further reinforce readiness for the TER.
