Background
With the launch of the Paris Agreement's enhanced transparency framework, countries are required to submit their first Biennial Transparency Reports (BTR), in accordance with the modalities, procedures and guidelines (MPG), by December 31, 2024. The BTRs, which will replace the biennial update reports (BURs), will provide information on actions taken and progress made on mitigation, adaptation and support provided, required or received. This information gathered through the BTRs will feed into the global stocktake, which will assess collective progress toward long-term climate goals.
Over the recent years, the support on transparency has increased for the countries of Central Asia. Capacity building initiatives in the face of the GEF/FAO national CBIT projects, ICAT/CAREC ReCATH regional project and global CBIT-GSP initiative for transparency aim to support the countries in developing their capacities to build and manage a robust, transparent framework that allow them to effectively implement the Paris Agreement and facilitates the transition of countries to the new reporting requirements under the Enhanced Transparency Framework (ETF). However, given the complexity of the transparency topic and needs for further capacity building, it is important to continue a dialogue and exchange on transparency within the region of Central Asia and beyond.
The countries of Central Asia stand on various stages of development in their first BTRs and it is a high time to collaboratively discuss the progress of the preparation at the national level, exchange on lessons learned and raise the challenges and issues which the countries encounter in the preparatory process.
Objective
The main objective of the Side-event is to inform on the progress of Central Asian countries in preparing the first biennial transparency reports to be submitted by December 31, 2024, and to discuss challenges and issues that may prevent proper submission of BTRs.
The event will serve as a platform to discuss ways for implementing agencies to address the challenges, and will also detail some of the transparency capacity building support provided by ReCATH, CBIT-GSP and FAO that is being implemented in the region and contributing to the development of the BTR.
The Side-event also aims to highlight the importance of submitting the first BTRs in the broader context of transparency. The event will emphasize the link between climate reporting in line with the ETF and progress in NDC update, which is due February 2025. As transparency is the fundamental basis for NDC tracking, the raising of country ambitions and goals in the upcoming NDC-2025 will definitely need more refined data, tools, methodologies, technical capacity, and political will to report on.
Target audience and languages
This Side-event is intended for UNFCCC National Focal Points and experts leading/coordinating the development of climate transparency reports in the countries of Central Asia, international organizations in the face of NDC Partnership, ADB, UNDP, UNEP, CAREC, ICAT, FAO and UNEP-CCC.
The event will be held in Russian with simultaneous translation in English/Russian.
Duration of the Session is 1.5 hrs.
