Sharing Lessons and Insights from the first Technical Expert Review Process of Countries’ Biennial Transparency Reports

Background
The Biennial Transparency Report (BTR) under the Enhanced Transparency Framework (ETF) of the Paris Agreement represents a critical mechanism for ensuring transparency, accountability, and progress in global climate action. The Technical Expert Review (TER), a key component of the BTR process, provides an opportunity for countries to receive constructive feedback on their climate data, policies, and implementation measures.
A total of nine countries from the Anglophone Africa region were able to submit their 1st BTR by 31st December 2024. Out of these nine countries, some countries have undergone the TER process to date, while other countries are scheduled for their TER.
To this end, this webinar will provide an overview of the TER process, followed by an experience-sharing of the initial lessons learned from countries that have successfully navigated the TER process, alongside experiences from Technical Expert Reviewers from Anglophone Africa. This webinar aims to facilitate a vital exchange, focusing specifically on the practical experiences of going through the TER process and demystifying the technical expert review process.
The purpose of this webinar is to foster the preparation of TER and learning among the participants.
In addition, the sessions will demystify the UNFCCC technical expert review process by providing clarity on timelines, procedures, and reviewer expectations. The sessions will identify specific capacity-building needs and create opportunities for regional networking.
Objective
This webinar aims to facilitate knowledge exchange across the Anglophone Africa Network by showcasing first-hand experiences from countries that have successfully submitted their first Biennial Transparency Reports.
Specific Objectives:
- To offer clear insights into the UNFCCC technical expert review process for BTRs, including timelines, procedures, expectations, and common areas of focus
- To share firsthand experiences, insights, challenges, and successes encountered by countries in the Anglophone African region during the technical expert review process of their first BTRs.
- To share how participation in the TER by reviewers helps the national-level process: insights from the reviewers.
