Background

Nationally Determined Contributions (NDCs) lie at the core of the Paris Agreement and play a key role in achieving its long-term objectives. The NDCs represent the collective efforts of each country to reduce national emissions and adapt to the impacts of climate change. As per the Paris Agreement, every participating Party is required to develop, communicate, and consistently update their NDCs, outlining their intended contributions aimed at achieving specific climate goals. 

The Enhanced Transparency Framework (ETF), established under the Paris Agreement, requires all Parties to submit their Biennial Transparency Reports (BTR) by the end of 2024. The Modalities, Procedures and Guidelines (MPGs), formulated to implement transparency in reporting under the Paris Agreement, defined specific new requirements for reporting progress made in implementing and achieving nationally determined contribution (NDC) {Article 13.7(b)}. Each Party shall provide the information necessary to track progress in implementing and achieving its NDC under Article 4 of the Paris Agreement. As such, all Parties (shall)undergo the facilitative multilateral consideration of progress with respect to efforts under Article 9, and its respective implementation and achievement of its NDCs {Article 13.11}. The results should be included in a specific chapter of the BTR (Chapter II). Additionally, all Parties must submit the common tabular formats (CTFs) to the UNFCCC as part of each country´s BTR submission process. 

Although many countries are aware of Article 13 of the Paris Agreement, there is still limited understanding of the reporting requirements as spelt out in the MPGs. Most countries have not received specific training on the Enhanced Transparency Framework (ETF) and the mandatory elements of the MPGs of the Paris Agreement. Yet, the provision of clear and understandable data and information in the BTR and the NDC plays a crucial role in ensuring transparency under the ETF and supports achieving the objectives of the Convention and the Paris Agreement.

The tracking and reporting NDC pose a challenge to the developing countries since it requires enhanced, more comprehensive reporting on mitigation actions and results including filling the common tabular forms (CTFs). Therefore, this webinar series aims to support countries in MENA region in charge of reporting NDC mitigation commitments under the Paris Agreement in technical understanding of the goals, principles, and actions associated with the reporting process for NDC mitigation commitments under the Paris Agreement. These virtual workshops are designed to equip the participants with the necessary skills to improve their contributions to the national reporting towards the ETF and information required under the MPGs in preparation for submitting the BTR. 

Objective

This webinar Series aims to provide a general overview of reporting requirements under Article 13 of the Paris Agreement. It focuses on key elements identified to fast-track BTR development, specifically on tracking progress in implementing and achieving its NDC under Article 4 of the Paris Agreement. The training will ensure that countries are able to progressively track their NDC targets and conform to UNFCCC modalities, procedures and guidelines for reporting under the ETF. The specific objectives of these workshops are:

• To enhance technical experts’ understanding of reporting requirements under Article 13 of the Paris Agreement and provisions related to modalities, procedures, and guidelines (MPGs) for the enhanced transparency framework.
• To deepen the understanding of experts on reporting the progress in implementing the NDC mitigation commitments under the Paris Agreement, including Common Tabular Formats (CTFs).

This series of webinars consists of three workshops on July 22, 23, and 24, 2024, each lasting two hours:

خلفية

تكمن المساهمات المحددة وطنياً في صميم اتفاقية باريس وتؤدي دوراً رئيسياً في تحقيق أهدافها طويلة الأجل. وتمثل المساهمات المحددة وطنياً الجهود الجماعية التي يبذلها كل بلد للحد من الانبعاثات الوطنية والتكيف مع آثار تغير المناخ. ووفقًا لاتفاقية باريس، يتعين على كل طرف مشارك وضع مساهماته المحددة وطنياً والإبلاغ عنها وتحديثها باستمرار، مع تحديد مساهماته المقصودة التي تهدف إلى تحقيق أهداف مناخية محددة.

الهدف

تهدف سلسلة الورش هذه إلى تقديم لمحة عامة عن متطلبات الإبلاغ بموجب المادة 13 من اتفاق باريس. وتركز على العناصر الرئيسية التي تم تحديدها لتسريع عملية إعداد تقرير الشفافية لفترة السنتين، وتحديداً على تتبع التقدم المحرز في تنفيذ وتحقيق مساهمتها الوطنية المحددة بموجب المادة 4 من اتفاقية باريس. وسيضمن التدريب أن تكون البلدان قادرة على التتبع التدريجي لأهداف مساهماتها الوطنية المحددة تبعا لمناهج اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ وإجراءاتها ومبادئها التوجيهية للإبلاغ بموجب الإطار المعزز للشفافية. الأهداف المحددة لورش العمل هذه هي:

• تعزيز فهم الخبراء الفنيين لمتطلبات الإبلاغ بموجب المادة 13 من اتفاقية باريس والأحكام المتعلقة بالطرائق والإجراءات والمبادئ التوجيهية لإطار الشفافية المعزز.

تعميق فهم الخبراء للإبلاغ عن التقدم المحرز في تنفيذ التزامات التخفيف من المساهمات الوطنية المحددة بموجب اتفاق باريس، بما في ذلك الصيغ الجدولية المشتركة CTFs.

تتألف سلسلة الندوات هذه من ثلاث ورش عمل في 22 و 23 و 24 يوليو 2024، تستمر كل منها ساعتين:
