Institutional Arrangements for Transparency: Best Practices and Lessons Learned from Singapore

Background

This webinar is aimed at informing developing countries of the importance of institutional arrangements in the transparency system and in the periodic submission of country reports to the UNFCCC. It is our pleasure to announce that Mr. Cheah Sin Liang, a member of the UNFCCC Consultative Group of Experts, and the Singapore National Focal Point, along with Ms. Winnie Chia, the Senior Engineer of the Singapore National Environment Agency, will be presenting their experience regarding benefits of robust institutional arrangement. Singapore is renowned for its highly commendable climate actions. It is important to acknowledge that the country has put in significant efforts towards submitting climate change reports to the UNFCCC through their strong institutional arrangement which is demonstrated by their submissions of five national communications (NCs) and five biennial update reports (BURs) to the UNFCCC.

Objective
The main objective of the virtual exchange is to the to share best practices and lessons learned from establishing Institutional Arrangements for Transparency in Singapore with other members of the Regional Transparency Network of the Asia Region. Participants will have the opportunity to ask questions and engage & exchange with each other.


Target Audience and Language
The virtual exchange will gather relevant national transparency stakeholders including coordinators of National Communications and Biennial Update Reports, senior experts from the national agencies dealing with climate reporting who oversees the establishment of MRV and the national Enhanced Transparency Frameworks and personnel dealing with data collection on greenhouse gas inventory, adaptation and impacts, climate finance and NDC tracking. The meeting will be held in English.
