Background
Nationally determined contributions (NDCs) are at the heart of the Paris Agreement and the achievement of its long-term goals. NDCs embody efforts by each country to reduce national emissions and adapt to the impacts of climate change. The Paris Agreement requires each Party to prepare, communicate and maintain successive nationally determined contributions (NDCs) that it intends to achieve. Parties shall pursue domestic mitigation measures, with the aim of achieving the objectives of such contributions. Tracking NDCs is a requirement under the Paris Agreement’s Enhanced Transparency Framework (ETF). It requires transparent quantitative and qualitative information on the implementation and achievement of the NDC, including indicators comparing current or projected emissions, and information that helps better understand the NDC target and its impacts.
The Mutual Learning Program (MLP) provides support to the countries in improving the understanding of developing countries on how to apply the reporting guidance under Article 13 and explore improvement areas of next reporting to UNFCCC. Having a good experience to work under the MLP with Azerbaijan, Georgia, Moldova, Japan and Uzbekistan, in close cooperation with IGES in 2023-2024, the CBIT-GSP and Ministry of the Environment, Japan (MOEJ) decided to extend its support to new countries of the region and foresee learning exercises on reporting of mitigation actions under the Article 13 of the Paris Agreement for Armenia, Kazakhstan, Serbia, Türkiye and Japan, particularly selecting the Energy Sector.
On June 24 and 25 2024, participating organizations from all 5 countries joined the main meeting and discussed the detailed plan of the second exercise of the MLP, a reporting exercise of common tabular format (CTF) 1 and 2 of BTRs. Since then, they have worked on the exercise, exchanged and reviewed each other’s exercise, and shared their questions and comments.
Objective of the main meeting:
The main objective of the final meeting is to increase understanding of the participating countries of how to complete the CTF-1 and 2 as part of the BTR and to increase the confidence in submitting their BTRs.
The also aims to share and exchange knowledge of how to make progress and overcome challenges with BTR preparation, to increase awareness and inspiration of how to link the information of BTRs to NDCs, and to provide recommendations for future collaboration, including through the MLP and other channels of support.
Target Audience and Language
The main meeting will gather coordinators and experts of National Communications and Biennial Transparency Reports, senior experts from the national agencies dealing with GHG inventory and mitigation actions, as well as those specialists, who work in Energy Sector at the national level, more specifically representatives of:
Ministry of the Environment, Japan (MOEJ); Ministry of Environment of Armenia; Ministry of Ecology and Nature Protection of Kazakhstan, JSC “Zhasyl Damu of Kazakhstan”; Ministry of Environmental Protection Serbia; Environmental Protection Agency of Serbia; Ministry of Environment, Urbanization of Türkiye; Directorate of Climate Change Türkiye; UNDP and FAO; UNEP Copenhagen Climate Centre (UNEP CCC) via its CBIT-GSP project; Mitsubishi UFJ Research and Consulting (MURC); Institute for Global Environmental Strategies (IGES).
The webinar will be held in English and Russian with simultaneous translation provided in both languages.
