As the global community ramps up efforts to combat climate change, the years 2024 and 2025 stand out as crucial. By the end of 2024, countries are mandated to submit their first Biennial Transparency Report (BTR) under the Enhanced Transparency Framework of the Paris Agreement. This will be closely followed by the submission of updated and more ambitious Nationally Determined Contributions (NDCs) by February 2025, in preparation for the 30th Conference of the Parties (COP30) in Brazil.
The linkage between the BTRs and NDCs is not just procedural but foundational to the success of global climate action. The BTRs are intended to provide a detailed account of progress towards achieving the current NDCs, thereby informing the global stocktake process which, in turn, shapes subsequent NDC submissions.
The recent conclusion of the first-ever Global Stocktake (GST) at COP28 in Dubai has further underscored the necessity of ambitious, comprehensive NDCs that encompass all greenhouse gases across all sectors. The GST’s outcome document emphasizes the critical role of the Enhanced Transparency Framework, which supports these comprehensive climate actions.
Additionally, the Roadmap to Mission 1.5, launched at COP28, spearheaded by the COP presidencies of the United Arab Emirates, Azerbaijan, and Brazil, aims to bolster international cooperation to ensure that future NDCs are ambitious enough to keep the global temperature increase within 1.5 °C above pre-industrial levels.
The CBIT-GSP will host a High-Level Dialogue on the 20th of May 2024 in the margins of the Global Transparency Forum, providing a pivotal platform for discussing the intertwined processes of BTR and NDC preparations. This dialogue is expected to provide critical insights into creating effective synergies between transparency reporting and NDC enhancement, focusing on mutual benefits that can accelerate both climate action and global cooperation.
The specific goals of this dialogue include underscoring the urgency of meeting the submission deadlines for both BTRs and NDCs, examining the critical linkages between these processes, and identifying ways in which support providers can facilitate these efforts. The expected outcomes are aimed at boosting global awareness about the importance of timely and ambitious climate action commitments and fostering a more integrated approach to meeting the Paris Agreement goals.
